Aug 01, 2014 · The Filter Gallery (and all other entries for it) will be grayed out if your document is not in a color mode and depth that Filter Gallery can work with. The Filter Gallery filters only support RGB and Grayscale, in 8 bit/channel. And all of this is documented in the online help.

Aug 13, 2014 · Luckily you can restore those filters to the Filter menu. To do this, go to your Preferences dialog on Mac by choosing Photoshop > Preferences (on PC select Edit > Preferences). The good news is, the missing filters and groups are not actually gone. Adobe simply removed them from the Filter menu to streamline the interface and as of Photoshop CS6, they're now found exclusively in the main Filter Gallery.
