I'll break it down by item again, as I did with the common items. Buttons (can be as low as $1 to $2. $3 is a little on the high end unless the size of the button is larger or it's a custom button.)

Tables are prioritized by veteran artist status (+10 years as a primary artist), followed by a first come, first served basis of Artist Alley Form submission. Artists who have paid for their tables (excluding artists on the wait list) will receive an e-mail notification prior to the release of the application form.

From the Katsucon website's Artist Alley rules section: Artist Alley is intended for amateur artists working in a print/paper medium. It is also intended for artists who make 3D renditions of their own art or 3D renditions of licensed Anime characters. In that spirit, artists are required to use 75% or more of their table space for such art.
