A Federal Moral Rights Act called the Visual Artists Rights Act, or more colloquially VARA, was signed into law by the first President Bush in 1990 and went into effect on June 1, 1991. It grants artists two distinct rights not previously provided by U.S. federal law, but which were available in certain states such as California, New York and Massachusetts.
