For header glare you could create a header background image (800px wide by 175px high for default) with your glare on it and either swap it out with header.jpg in the exported images folder or upload it in Artisteer's header background.

Oct 02, 2010 · The "white" background image is made up of the green bar, the white block, and the grey gradient below (it's 2px by 360px) repeating horizontally. I'm now going to change that to a glare, and then in the sytle.css make the glare repeat horizontally and add a background image to the bottom of the page instead. Thanks. Mark C

Dec 29, 2009 · The background image/texture can be made non scrolling. I was wondering if the same can't be done with the glare to lock it in place. I realize that the image//texture is being added as the "background" img (therefore can have the scrolling or non-scrolling attribute).

Mar 19, 2009 · For background images I don't see why you would use a transparent png file unless you are trying to use it as a glare or texture effect. ... If I remember correctly, if you do so, Artisteer will combine the background image and foreground image into a single header image. Could be something weird going on their as well.
