Joe Jackson, Graham Parker, and Nick Lowe are folks I would certainly consider peers, though each had their own approach, esp. w/r/t to lyrics. Marshall Crenshaw also. Another one that reminds me of Costello somewhat is Robyn Hitchcock, but again, very different lyrical approach. Later on, Joe Pernice seems somewhat influenced by Costello as well.
