Charles Capps was born in Jacksonville, Illinois on September 14, 1898. His father was a clothing manufacturer, and Capps worked in the mills during summer vacations. He went to Illionois College in Jacksonville, graduating in 1920 and then attended the Chicago Academy of Fine Arts and the Pennsylvania Academy of Fine Arts in Philadelphia.

One of his very best prints, "Taos" exemplifies the artist's remarkable command of the aquatint medium. Capps met Doel Reed in the early 1930s and he inspired Capps to make his first aquatint in 1933. He produced other Southwestern works and was active with the Prairie Printmakers.
