The surface of hardened oil paint does not have “tooth.” It is too hard and often too shiny to afford good adhesion by acrylics. Paints stick better to rough surfaces than to smooth ones if other factors are equal.

There are rare instances of saponification or livering, but it they are not hard and they seem to work good, then they are ok. Yes, Permalba are fine paints. 0
