About Frank Allen – Marine Artist. Frank Allen, born in 1944, spent his formative years on Quoin Island, off the Central Queensland town of Gladstone, where his parents started a tourist resort. That was the start of his passion for boats, yachts and ships. Aug 14, 2011 · Artist Frank Allen started his 20 years with the US Army as a Tanker and Armor Crewman. He was later Airborne qualified, and trained as a Jump Master. He spent the latter part of his career with the 5th Special Forces Group, and deployed with them during both OEF and OIF. After graduating from high school in Reno, Nevada, Allen enlisted in 1984 to “wear his Dad’s boots.”.
