Born in London, Cook studied at the Hampstead School of Art and during World War II was an official fireman-artist. He exhibited widely, at the RA, RSA, RWA and the Leicester, Redfern and Trafford Galleries. The Imperial War Museum and Plymouth City Museum and Art Gallery, Devon, hold his work. Studio, Sphere and Tatler used his pictures.

Frederick Cook, who had been a fireman artist during the War and who has a number of works in the Imperial War Museum, settled in Polperro after WW2 and lived there for the rest of his life. He produced decorative and imaginative depictions of the harbour, full of curving lines. Some of his best works capture brooding conditions before storms.
