MacTaggart started teaching at Edinburgh College of Art in 1933 and was president of the Society of Scottish Artists between 1933 and 1936. In 1948 the Royal Scottish Academy made him an Academician and he later served as their President from 1959 to 1969. He was also a member of the Royal Academy in London and was knighted in 1962.

MacTaggart was the grandson the great Scottish painter William McTaggart. He was active in bringing the work of leading foreign artists to Edinburgh. In the 1930s alone he helped the Society of Scottish Artists secure exhibitions of the work of Edvard Munch, Paul Klee and Max Ernst and the Surrealists.

He married Marjory Henderson (1856-1936), the daughter of another painter, Joseph Henderson (artist) RSW (1832–1908), Joseph's sons John Henderson (1860–1924) and Joseph Morris Henderson (1863–1936) also being painters. McTaggart painted a striking portrait of his father-in-law, Joseph Henderson, which hangs in the Glasgow Museum.
