Depends on what you mean by “good artist”. For being a major political figure, I guess he was a good artist. But his stuff was never going to end up on the wall of any respectable art museum. He couldn’t even have hacked it as a commercial portrait painter – as dropzone said, his figure work was pretty lousy. Not just people either, but animals too.
