The problem is that most of these artistic filters have not been upgraded to support 16-Bit-Per-Channel images. Filter Gallery (and all other entries for it) will be grayed out if your document is not in a color mode and depth that Filter Gallery can work with. The Filter Gallery filters only support RGB and Grayscale, in 8 bit/channel. And all of this is documented in the online help.

Hi, I'm on photoshop CC19. I've noticed that the 'artistic' filters are greyed out when ever I want to apply an artistic filter to an image. I used to like and use the grain filter which I think was listed in the artistic filter gallery, but that no longer is available.
