At Dawn, you will find a Con Artist standing outside the entrance to the sewers in the Temple Quarter. Agree to help him retrieve his ring and he will give you a Key to his family's crypt. Use the Key to enter the Crypt in the Sewers and grab the Family Ring from the chest. Return to the Con Artist with the ring. You'll learn that the ring doesn't actually belong to him, which isn't surprising given his label.
